Takasaki City are organisinig a Bike Hill Climb on May 18 and 19 at Lake
Haruna. You can see the website here at this link:

This is the first year they organise this and already they have over
4,000 people signed up. The website is only in Japanese and they have
asked me if I know of any non-Japanese bikers who would be interested in
participating in the event - there are different categories so all of
the family can participate. So I was wondering if there was a group of
"non-Japanese" triathloners I could approach with the details. Any
pointers you can give me in the right direction would be much appreciated.

I'd suggest posting this to the Namban Rengo crew. Quite a few of them do HC as well. I got into several 'closed' funride events by playing the 'International Card' . It's somewhat amusing -- why do these organizations have a special slot for 'international riders' , yet actually registering for the event, procuring lodging or transportation to the event is next to impossible for non-native Japanese speakers. And it's not like they are suffering for domestic registrants anyway - most funride events around ANY onsen area fill up within a few days or even hours.
