Hi,
I recommend to go to Makuhari-Kaihin-Park, closest from your place, where MTB and BMX riders are around usually during weekends, even the trail is not so big but almost like pump track, you can still feel the winds of mtbs. Some of them will tell you some options in west Tokyo, where the loop can be far bigger, but long way to get there and you need a mate who knows well.
It is not easy to find a good quality of trail in Japan as it is almost 100% private land. Ref below, cheers.:)

Peter,
Not much MTB in Tokyo but there are some trails to the west. If you bring/get a bag so you can ride the trains out of town I might be able to show you round some nice trails in early January. pm me.
