I expect that in Japan they'd be classed as a 原動機付き自転車 (gendōki-tsuki jitensha), or bicycle-with-a-motor - the same expression (often abbreviated to 原付 (gentsuki)) used for scooters and mopeds with engine displacement less than 50 cc. They would thus require lights front and back, licence plates and compulsory insurance.
