Tech Cable guide on steel frame

I have an old steel frame and it has started to rust where the derailleur wires run through be underside of the frame. I think this rust is creating friction and making it difficult to shift up with the front derailleur.

At the moment the cables are running 'naked' through the cable guide, but I remember reading somewhere that I should have a length of cable housing here to prevent friction.
Is this correct, and will this likely fix the shifting problem?
 
Never heard of that before - what they might be talking about is a Teflon sleeve that you fit over the entire length of the cable from the shifter to the rear derailleur.

But really you should be looking to treat the rust rather than find a work around.
 
Update - I sprayed some wet-weather chain lube over the affected region and shifting is now silky smooth.
 
I would first off go at the area with rust treatment and a coarse brush - remember rust is eating your frame. Once you've cleared it all off then get a laqeur to waterproof and protect it from the elements - then lube the area.
