Staying at intercontinental Tokyo bay, looking to rent a road bike?
Can I ride ok from there or do I need to get out of the city to ride?

Try again: There's a list (in Japanese) of links here. You'd write to or phone (or fax!) each company in Japanese, because Japan. (Perhaps a very amiable hotel employee with no more pressing work to attend to would do this for you.) If you pump the web page through Google Translate, you'll get such intriguing terms as "mini bello" ("mini-velo", a bike with small wheels) and "cross bike" (a "hybrid bike", and definitely not a cyclocross bike).

Check out this outfit, which recently started operating in the Narita area: https://www.livelo.com.au/collections/road-bike-rental-tokyo

You *can* cycle within the city if you're OK with stopping every 500m for traffic lights. Otherwise, the bike path along the rivers (Tamagawa, Arakawa) are good for flats and starting out from the Takao or Ome stations to the West are ideal to get some hill work in.
