The PDF says that the work will start 11月頃. This seems curiously vague to me, given that it's announced as late as 10月29日. (But then I'm just a 変な外人, so I can't be expected to understand.)

Upstream from Toda-shi, perhaps some sort of access will be allowed. After all, the golf-playing demographic must not be inconvenienced.

The swines have buggered up my route to the Spaceship. The left bank looks reasonably clear, though, as it was last year.

It is construction work "to protect all the good citizens of Japan from fire" so adjust your priorities. We all remember the horrible firestorms along the Arakawa in the hot and dry months in Japan.

Small gravel go-around in evidence on Saturday; only about 300m towards the north end of the construction area. Ridable with care.

I do wish they'd do this in summer. The short daylight hours and icy mountain roads mean I use this cycling road much more over the winter months.
